ELNORA R. PULMA, MMPM

EASTERN VISAYAS is already geared towards the full implementation of the Responsible Parenthood and Reproductive Health (RPRH) Law and its Implementing Rules and Regulations.

The RPRH Law is not just a law that the government implements for the people. It is a law that the people themselves should implement with the help of the government. The Regional Implementation Team (RIT) has already lined up projects for this year relative to the implementation of the law. The Department of Health (DOH), being the RIT chair, is already preparing for the groundwork for local government units and communities to mobilize them in the implementation of the law. We have to make sure that these communities have to be willing to implement the RPRH Law and a strong political will to start with it. To start with, DOH will be funding for series of orientations to newly elected officials, healthcare providers and even social workers about the RPRH Law.

The RIT is also working with the Department of Education (DepEd) in the orientation of its personnel and providing them materials that are appropriate in the K-12 curriculum to be rolled out in different elementary and secondary schools in the region.

The Commission on Population in Eastern Visayas is delighted and honored to host the second National Management Meeting (NMM) this year. This will be our first for the entire history of POPCOM in the region.

I wish to extend a warm welcome to our Executive Director, Dr. Juan Antonio A. Perez III, Deputy Executive Director Rosalinda D. Marcelino, fellow regional directors, and POPCOM Central Office division chiefs. I recognize that the NMM is principally designed to discuss issues and concerns relative to the implementation of the Philippine Population Management Program (PPMP) but I do hope our delegates will also take time to enjoy fascinating Eastern Visayas with its stunning and interesting setting, friendly people and vast culture.

On behalf of the Regional Population Office in Eastern Visayas, I would like to express our heartfelt thanks to POPCOM Central Office for graciously trusting us in hosting the NMM. And to all the delegates, I wish that we will have a very productive and successful meeting. As we say in Lineyte-Samarnon “Malipayon nga pag-abot!,” and in Bisaya “Maayong pag-abot!”
